In (1977) the Iraqi vice president (Taha Muhiaddin Marouf) and his Turkish counterpart (Suleyman Demirel) inaugurated the Kirkuk-Ceyhan oil pipeline on an occasion. The length of this line is (970) KM from Kirkuk to Ceyhan and locates in the south of Turkey.

Oil and natural gas are not just economic goods, but they are strategic collaboration equipment through international relations. It is anticipated the tremendous danger on the Kurdistan Regional Government (KRG) 9th cabinet because the Iraqi government lawsuit in (2014) on Turkey in International Court of Attribution (ICA) or the International Chamber of Commerce (ICC) which locates in Paris, the outcomewhat will be it makes problem for selling Kurdistan oil via Kurdistan-Turkey line, moreover, the different types of local and international claims on the case of (KRG) oil.

Both Iraq and Turkey member of (ICA), Iraq made the complaint against Turkey due to Turkey has made a contract with (KRG) and breached Iraq sovereignty instead of looking at Baghdad which has made the same deal with (KRG).

After appearing (ISIS) in (2014) (KRG) has sold independently its oil through the Kurdistan oil pipeline without caring Iraq, at that time Iraq lost military and security control, Iraq has complained about (KRG) in the same year. Later, in (2017) after the process of referendum, Iraq has controlled all the oil fields in Kirkuk and Mousel via military forces, (KRG) has decreased (40%) exporting oil, consequently, (KRG) returned to Baghdad for negotiation. Currently, the lawsuit appears once again. While the case refers to Iraq and Turkey but if Iraq wins the case, Turkey must obey the Iraqi conditions at that time the Kurdistan energy line- Ceyhan Turkey will terminate, as a result, Kurdistan hast to go back to Iraq and Iraq deals with Kurdistan according to its moods. Conversely, if Turkey wins the case, Kurdistan will pay more because the intercession of Turkey in Kurdistan reaches to climax; ultimately any country wins the case Kurdistan will pay the price.

The second complaint is the Iraqi Federal Court made a legal claim on (KRG) why it sold oil independently? At that time Kurdistan representative wasn’t ready in Baghdad that’s why due to the unrest of political situation, after the political situation normalization between (KRG) and central government, after16th of October happenings, (KRG) decided to send its representative to the Federal Court, we will wait who wins the case, legally Kurdistan has different materials, for instance, Iraqi constitution and Kurdistan oil and gas law.

In conclusion, Iraq doesn’t have any problem with the (KRG) oil pipeline whereas it has a problem with the method of exporting the oil which means the country that the oil sends through and how it sells.

Baghdad wants all the oil deals should be done by Baghdad, not between (KRG) and Turkey; it is assumed that all the claims and the legal issues will be ended via political negotiation previously between Iraq and Kurdistan before going to the Federal Court. Or handing over (250,000) oil barrels via Kurdistan to Iraq daily. Another weak point of the Kurdistan oil case is (KRG) does have neither a strong national institution nor local or international lobby. (KRG) has deflated in this field extremely, for that reason the 9th cabinet has to work on it attentively. Iraq focuses on oil (100%) if anything will happen to the oil export the economy of Iraq becomes endanger, so, variable disasters wait for Iraq.
